The General Administration of Customs founded in the era of the late Sheikh Mubarak Al-Sabah in 1899. It’s considered as the first governmental department established in Kuwait, The General Administration of Customs is the party that handle all customs business work, and also execute all decisions issued from country’s ministries and governmental organizations. Also it can be considered as the first line defender to protect country’s security an economy from the covetous and who has criminal manners and who aim to violate laws. The General Administration of Customs while performing it’s huge responsibilities also execute all laws, decisions and regulations issued from official organizations as an executive organization. Once these laws and regulations are being provided to the administration, all required circulars sent to documentary administrations to execute all decisions according to workflow systems. The emergence of the General Administration of Customs and its development: The General Administration of Customs founded in the era of the late Sheikh Mubarak Al-Sabah in 1899 stages. Amiri decree No 8/61 by merging the customs service and the port in one department called the customs and ports department. Amiri decree No 2/62 called the customs and ports department In 28/1/1963 combine the department to the ministry of finance and industry and called the customs and ports department. Amiri decree was issued on 14/4/1975 to include the department to the ministry of communications. Amiri decree NO 133/77 provides to separates the ports and the customs service and create The General Organization of ports In 27/12/1980 minister of finance issued decree No 1/80 considers The General Administration of Customs part of finance ministry, this decree available until this day.
