Reports To: Manager -Commissioning

Scope of Responsibilities: 

Hands on leadership of a team of commissioning discipline engineers and operators in carrying out Pre- Commissioning/Commissioning & Start-up activities. Provide necessary technical information for the other disciplines during the project. Coordinate the work within budgeted man hour and project schedule.

Primary Duties: 

 Identify requirements and scope of work, review specifications, drawings and other documents of the project and establish applicability to the scope of work.

 Carry out a detailed assessment of the commissioning work involved and assess the available resources and possible constraints in its execution.

 Review project design documents.

 Attend and provide input at P&ID review, HAZOP & HAZID review, spare parts order, specialist services and model review.

 Ability to review contractual documents and identify project requirements and constraints / risks.

 Ability to lead subcontractor for the safe execution of Pre-Commissioning / Commissioning activities in line with the schedule.

 Ability to lead a team of engineers/supervisors for the execution of pre-comm, commissioning and start-up activities.

 Responsible to discuss and get the approval of Pre-Commissioning, Commissioning and
Operations procedures from clients.

 Participate in HAZOP meeting with client and representative of the other engineering disciplines.

 Lead the internal staff meeting; ensure the progress of project in accordance to project schedule. Coordinate with projects and planning departments on schedule related issue.

 Provide necessary inputs to commissioning proposals at the bidding stage.

 Inspect and ensure all construction activities are completed prior to taking up the system for commissioning and ensure the setting up of safety procedures for the same.

 Assessing the requirements of special tools/temporary facilities/equipment required for precommissioning and commissioning.

 Coordinate with mechanical, rotatory, electrical, instrument and other disciplines and individual systems and subsystems to achieve/commence pre-commissioning and commissioning.

 Identify system/sub-system priorities and guide contraction to follow the same.

 Track & record contractual deviations by client/sub-contractor for claims.

 Ability to control execution cost and resources within budgeted cost.

 Prepare integrated schedule with construction activities.

 Review and approve system/sub-system limits and turnover philosophy.

 Constantly monitor to identify and communicate to Construction team on any priority areas of work to accomplish smooth commissioning activities.

 Ensure that all safety and precautionary requirements and procedures are followed during the commissioning.

 Hold regular review of risk assessment/meeting with the client on issues such as HSE.

 Be continually present on the field to guarantee the quality and progress of the work.

 Regularly contact with Commissioning manager to exchange information and provide projects commissioning support as and when required.

 Regularly contact discipline engineers and supervisors for solving problems related to project execution work safely.

 Regularly communication with Sub-contractor execution team.Keep the Commissioning Manager apprised of the status/constraints.

 Liaise & Coordinate with commissioning engineers and provide them support and guidelines for technical commissioning related issues.

 Perform any other related duties and responsibilities as and when directed by the Supervisor.

Desired Candidate Profile

Minimum Requirement:

Bachelor’s Degree in Engineering with a minimum of 8 years’ experience in Oil & Gas industry.

Qualified engineer ( Degree in Chemical Engineering or Mechanical Engineering only )

Solid EPC Oil & Gas Onshore experience is mandatory

Preferably from EPC 

No PMC or No Client experience
