Issuing Bylaws Concerning New Electricity And Water Usage Charges

Minister of Oil and Minister of Electricity and Water Eng. Essam Al-Marzouq has issued executive bylaws of law No. 20/2016 concerning the new electricity and water usage charges, which will be published in the official gazette next Sunday.

According to the executive bylaws, the minister will form a committee with representatives from Ministry of Finance, Ministry of Commerce and Industry and Fatwa and Legislation Department. The committee will be headed by the Undersecretary of Ministry of Electricity and Water Eng. Mohammad Boushahri.

The aim of the committee is to study the prices specified in Law No. 20/2016 and refer its recommendations to the Minister of Electricity and Water after which they will be forwarded to the Cabinet.

The committee intends to set the prices after taking into consideration the economic conditions so that it will not result in increase in the prices of other commodities and services. It is worth mentioning that the last parliament had approved the new charges during the parliamentary session held on April 13, 2016.

The category of private houses was excluded from the provisions of law No. 20/2016. As per this law, the costs of electricity consumption in the investment apartment sector are: – 5 fils per kilowatt for usage of 1-1,000 kilowatts, 10 fils per kilowatt for usage from 1,001 to 2,000 kilowatts, and 15 fils per kilowatt for usage above 2,000 kilowatts. The cost of electricity consumption in the governmental and commercial sectors is a fixed rate of 25 fils per kilowatt. In industrial and agricultural sectors, the cost is 10 fils per kilowatt.

The cost in other sectors is a fixed rate of 20 fils per kilowatt. Regarding the prices for water usage in the investment apartment sector, the monthly cost for water usage from 1 to 3,000 imperial gallons is KD 2 per 1,000 gallons. For consumption from 3,001 to 6,000 imperial gallons, the cost is KD 3 per 1,000 gallons. For more than 6,000 gallons, the cost is KD 4 per 1,000 gallons. For the governmental and commercial sectors, the law has specified a fixed cost of KD 4 per 1,000 gallons.
