Mp Objects Approval Of New Kuwait Airport Tender

MP Mansour Al-Zufairi has voiced objection to the approval of the new airport tender, because Limak Company has yet to address the State Audit Bureau’s comments on the project.

In view of the above, Al-Zufairi forwarded questions to Minister of Public Works and State Minister for National Assembly Affairs Ali Al-Omair. He pointed out that many irregularities were found in the tender for the new passenger terminal at Kuwait International Airport. He said the bureau looked into the tender and presented its comments which were not taken into consideration.  Instead of addressing the bureau’s comments, the ministry awarded the tender to Limak Company, he added.

He asked the minister to provide details such as the steps taken regarding the comments of the bureau which rejected the tender; opinion of the Fatwa and Legislation Department on the estimated cost of the tender for the construction, furnishing and maintenance of the new passenger terminal; and justifications for awarding the tender to Limak Company despite the comments of the bureau. Meanwhile, MP Ahmad Al-Qudaibi has presented a proposal on the formation of a department in charge of the affairs of people with special needs, including those with Down Syndrome. He said this will pave way for the establishment of intermediate and secondary schools for people with special needs.

He recommended creation of administrative and educational organizations for teachers and administrators dealing with the special needs category and Down Syndrome programs. He said the director of the Special Education Department and Down Syndrome Program must fulfill the following conditions:

* Must be a Kuwaiti

* Experience of not less than 20 years in teaching special needs students in public schools

* Holds a doctorate degree in one of the special needs disciplines

* Experience of not less than four years as an observer in the special needs category in general education schools

He added the general supervisor of the Special Education Department and Down Syndrome Program should be a Kuwaiti with not less than 15 years experience in teaching the special needs category in general education schools, holds a master’s degree in one of the special needs disciplines, and experience of not less than four years as an instructor for the special needs category . He went on to say the inspectors should be Kuwaitis with not less than 13 years experience in teaching persons with special needs in general education schools, holds a master’s degree in one of the special needs disciplines, and not less than four years experience as an instructor for persons with special needs.

Also, the teachers could be Kuwaitis or other nationalities with not less than two years experience in teaching persons with special needs and holds a specialized certificate or completed intensive courses in one of the special needs disciplines.
