Reduction In Housing Allowance From Kd 150 To Kd 60 For Expat Teachers
Reduction in the housing allowance from KD 150 to KD 60 for male and female expatriate teachers of public schools will take effect from Oct 13, after its approval by the Deputy Prime Minister and Minister of Finance Anas Al-Saleh, despite the outcry in the education sector especially among Egyptian, Tunisian and Jordanian teachers, reports Al- Seyassah daily.
According to an informed source, this decision means the deduction will begin with the November salary because the Finance Department has already completed the procedures for payment of October salary with housing allowance of KD 150 for the expatriate teachers. He revealed that the decision has not reached the Ministry of Education so far, indicating that this could lead to deduction of KD 55 from the November salary of every teacher in form of debit.
The source explained that the teachers were entitled to housing allowance of KD 95 until the date of announcement of the reduction earlier this month, if those 12 days are considered. This is KD 60 for the previous housing allowance and KD 35 for the remaining 18 days as per the new decision. He reiterated that implementing the decision is binding on the ministry, as it is based on directives from the Civil Service Commission.

The source revealed that the Finance Department few days ago completed disbursement of excellent performance bonus for library employees after the Human Resources Department reviewed the list, adding that 242 out of 251 staff members are entitled to the bonus.
Meanwhile, Assistant Undersecretary for Financial Affairs at Ministry of Education Yousef Al-Najjar disclosed that KD40 million has been set aside to pay the entitlements of employees who retired last year, and the money will be disbursed next week according to the sum available in the finance sector, reports Al-Seyassah daily.
Al-Najjar refuted rumors saying retirees declining to submit ‘notice of retirement’ before the upcoming December will have their entitlements slashed by half. He discarded the statement as mere rumor, as there is no official decision in that regard and “since the entitlements of teachers are backed by the constitution, it’s impossible to cancel the privilege without constitutional backing”. He continued that a circular has been directing that whoever tenders a resignation at this time will receive his indemnity in April 2017 due to lack of funds. He stressed the law stipulates paying an equivalent of 18 months salaries to male and female employees with serious or medium disability, along with their caregivers who served for 20 and 15 years respectively.
