Controls Urged On Real Estate Marketing
The parliamentary Budgets and Final Accounts Committee on Thursday discussed the final accounts and expenditures of the Directorate General of Civil Aviation (DGCA), resulting in the discovery that the Cabinet continues to approve civil aviation projects red flagged by the State Audit Bureau (SAB).
Committee Chairman MP Adnan Abdulsamad disclosed it became evident that numerous other administrations and authorities still obtain approval of projects from the Cabinet despite the reservations, notifications and rejections of SAB as part of its primary financial supervision role over governmental bodies. He warned that if this phenomenon continues to gain support, it will motivate other governmental bodies to follow suit; rendering the financial supervisory role of SAB pointless as its inputs can easily be circumvented by going directly to the Cabinet for approval.
The issue was raised in an earlier committee meeting with HH the Prime Minister Sheikh Jaber Al-Mubarak Al-Hamad Al-Sabah, during which the committee requested for his interference to curb such practices but it seems the DGCA refuses to follow proper channels.
This has prompted the committee to schedule another meeting with the prime minister to discuss this issue and several other items in its agenda. Abdulsamad cited an instance when the DGCA rented out one of its facilities to an airline company for 10 years without justification, public bidding and approval from SAB.
In another development, MP Mohammed Al-Dalaal submitted a proposal for the Ministry of Commerce and Industry to initiate bilateral agreements with the concerned countries regarding procedures and protocols in real estate marketing to ensure the accuracy and transparency of information given to buyers. He took this step in a bid to prevent real estate scams which have been victimizing Kuwaitis.
