Early Retirement Bill Referred To National Assembly For Deliberation
Considering the report on the Early Retirement Bill has been referred to the National Assembly for deliberation in the upcoming legislative term, MP Al-Humaidi Al-Subai’i called for cooperation of the government and determination of his fellow MPs to pass the bill once again as it will usher in a significant reform upon implementation.
He said the bill is not a tool for political maneuvers or agendas because it is linked with public welfare and people’s right to witness reform. He believes the bill will greatly contribute to the development of governmental facilities and their operations through the appointment of new and capable national manpower.
He added the current law promotes deferment of retirement of officials for their own gain, even if they failed in terms of rationality and keeping up with the latest technology and developments. He asserted the main justification of the government for rejecting the bill and issuing a decree for parliamentary review was Article Four.
He argued this article can easily be removed as it does not affect the main purpose of the bill. He explained the article was not part of the original draft and it was only added later despite his objection and that of several other MPs.
On the other hand, MP Faisal Al-Kandari called on HH the Prime Minister Sheikh Jaber Al-Mubarak to address problems caused by Minister of Public Works and State Minister for Municipality Affairs Husam Al-Roumi.
He claimed the minister works outside the borders of official governmental operations and acts without taking into consideration the consequences. He said Head of the Public Authority of Agricultural Affairs and Fish Resources Mohammed Al-Jabry gave up the Abu Hulaifa Park for the benefit of young entrepreneurs and their small and medium enterprises but Al-Roumi is complicating the transfer process by using excuses like urban planning and organizational charts. In addition, the MP said he found out that five major road projects were cancelled without justification and even if one of the minister’s consultants made it clear that the cancellation of one project will cost the State KD100 million
