Government Finalizing Major Economic Laws – Approval Sought
The Council of Ministers is finalizing three major economic laws which will be submitted to the National Assembly for approval within two weeks, reports Al-Anba daily quoting reliable sources.
The sources explained the laws were submitted by the Minister of Commerce and Industry Khaled Al-Roudhan, and that the legal drafting was done by the Department of Fatwa and Legislation concerning the amendment to the Competition Law and the draft law regulating the practice of auditors.
In the meantime, the daily said government has forwarded to the National Assembly the following new and amended bills:
■ Amendment of the Civil Service Law No. 15 of 1979 to replace some of the articles related to the amendment of the posts and their grades that determine them (unified salaries).
■ The draft law on public universities adopted by the Council of Ministers and referred to the National Assembly in the middle of 2016.
■ Draft law on private security and guard companies and was referred to the Council in March 2016.
■ Draft law approving the unified agreement for selective taxation of the Cooperation Council for the Arab States of the Gulf and transmitted by the government to the Council in August 2017.
■ The draft law on the regulation of the insurance sector and supervision and provides for the authorization of one or more branches of the insurance companies inside and outside Kuwait, and the most prominent amendments to the text on the transfer of control from the Ministry of Commerce and Industry to the Capital Markets Authority and transferred by the government after its adoption last January to the National Assembly last February.
■ Draft law on the system of registry in kind adopted by the Council of Ministers last January and referred to Parliament in February.
■ Draft law on the expropriation and temporary seizure of public benefit, which was approved by the Council of Ministers last April and referred to the Council in May.
■ Draft law amending the attached table of the electoral law No. 42 of 2006 to redefine the electoral districts for the membership of the National Assembly and the annexation of new areas, which was transmitted by the government in July 2018.
■ A bill on the right of access to information, which was approved by the Council of Ministers last September and submitted to Parliament in October 2018.
