Proposal To Grant Social And Civil Rights To Bedouns - Mp Mohammad Hayef

MP Mohamed Hayef said the proposal to grant social and civil rights to Bedouns does not stipulate unimaginable privileges for them as the public is being led to believe and it does not offend Kuwaitis due to the presumed inequality.

In a press conference at the National Assembly Media Center, the MP confirmed that the parliamentary Human Rights Committee has completed the proposal. He revealed some people are trying to mislead the public, particularly Kuwaitis; making them believe that the bill grants Bedouns special rights which could worsen the demographic imbalance issue. The truth is that majority of the bill’s articles address the humanitarian aspects of the Bedoun issue while the rest grant them basic human rights such as healthcare and education, he affirmed.

He disclosed this bill would not have come to light if the Central System for Remedying the Status of Illegal Residents (CSRSIR) functions properly and implements reforms rather than implementing random and dysfunctional policies.

He added the CSRSIR has been rejecting the registration of Bedouns who receive pension, claiming that the registration window is already closed. He asserted, “This bill addresses such minor issues; ensuring that only genuine Bedouns are registered, not those who came from other countries.” He cited Article Three of the bill stipulating that the Public Authority for Civil Information (PACI) shall issue civil IDs for Bedouns, renewable every five years.

Article Four of the bill grants permanent residence to Bedouns in addition to basic rights such as healthcare, education, birth certificate, driving license and passport; as well as allow them to work in the public and private sectors. The article also grants Bedouns the right to acquire legal documents related to marriage, divorce, inheritance and house deeds; similar to regulations covering GCC nationals residing in Kuwait.
