Kuwait Speculates On New Cabinet Line-up

The names of the ministers in the new government will be announced from time to time, reports Al-Anba daily quoting informed sources.

Other sources revealed that, if the announcement of the new government is delayed, it will be delayed only until Tuesday or maximum Wednesday. They said, “The new government will certainly be characterized through the assistance of technocrats who are technically specialized.

It will most likely occur in the traditional form of maintaining the quota of assigning the three sovereign ministries – Ministry of Interior, Ministry of Defense and Ministry of Foreign Affairs to the members of the ruling family, and distributing the remaining portfolios to those with different political orientations and from different tribes.

Either the current ministers will be retained or new ministers will be appointed, with the position of First Deputy Premier being assigned to the oldest ruling family member.

The sources indicated that the announcement of the new government will carry an element of surprise in terms of attributing the position of First Deputy Premier to the State Minister for Cabinet Affairs Anas Al-Saleh in his capacity as the senior-most minister in the Council of Ministers but not the oldest by age.

According to the information circulated, the nominees from the ruling family include Sheikh Hamad Jaber Al-Ali, Sheikh Thamer Ali Sabah Al-Salem, Sheikh Mohammed Al-Yousef, Sheikh Ahmed Nasser Al-Mohammad, Sheikh Abdullah Nawaf Al-Ahmad, Sheikh Ahmad Nawaf Al-Ahmad, and Sheikh Mohammed Al-Khaled.

The nominees for ministerial positions among the MPs are Rakan Al-Nesf, Mohammad Al-Dalal and Faraj Al-Arbeed. The technocrats nominated for ministerial positions are – Dr Hassan Kamal, Saad Al-Barrak, Nasser Al-Barghash, Tariq Al- Muzarram, Khaled Jarallah and Yasser Abel.

The ministers expected to return are – Anas Al-Saleh, Maryam Al-Aqeel, Dr Hamid Al-Azmi, Sheikh Dr Bassel Al-Sabah, Fahad Al-Shuala, Dr Khalid Al-Fadhel, Dr Fahad Al-Afasi and Saad Al-Kharraz. Meanwhile, Al-Seyassah reports that the Minister of Health Dr. Basel Al-Sabah has been assigned to oversee the Ministry of Foreign Affairs until a new Cabinet is formed, after the appointment of Sheikh Sabah Al-Khaled Al-Sabah as Prime Minister who is also saddled with forming the Cabinet.

The daily quoting a source noted that many members of the ruling family are hesitant to accept any role in the Cabinet while others have completely rejected ministerial portfolios. He indicated many of them who rejected the appointment were of the opinion that the lifespan of government will be short as the National Assembly, which is at the last lap of its term.

They noted the “rabble-rousing” lawmakers do not help matters by acting in a manner that makes it hard to find solutions to prevailing issues and dissolution of the National Assembly cannot be ruled out. He stressed that some of those approached for appointments wanted an assurance of solidarity in case the lawmakers submit grilling inquests against them, especially the royals among them.

He revealed that many personalities who can make the Cabinet believe the misunderstanding between both authorities will persist, because several lawmakers have been abusing the use of oversight function and grilling tool to boost political clout for electoral purpose.
