I recently received this WhatsApp forward. I was unable to find an official source. Kindly verify from your side as well.
There has been no statement from Ministry of Health, hence we would suggest stop forwarding such messages as MOI cyber department will track you down for forwarding such fake messages and creating panic for that you can be fined upto KD 6,000

Leishmaniasis is caused by sand flies. Most cases occur in Brazil, Ethiopia, India, Kenya, Somalia, South Sudan and Sudan.
