Linking The Residence Of Expatriates With Their Academic Qualifications
Ministry of Social Affairs and Labor will start implementing a roadmap to resolve the imbalance in Kuwait’s population structure by early January through chains of procedures, among them linking the residence of expatriates with their academic qualifications.
Minister of Social Affairs and Labor and Minister of State for Developmental Affairs and Planning Hind Al-Sabeeh made the disclosure Saturday evening while chairing a meeting attended by representatives of concerned government agencies, including the Secretariat General for Planning and Development, Central Administration for Statistics, Government and Manpower Restructuring Program, Public Authority for Manpower and Public Authority for Civil Information.
Also in attendance were the Ministry of Foreign Affairs, Ministry of Interior, Ministry of Commerce and Industry, and the Health Ministry. She declared the policy will include a set of regulations to govern the number of domestic workers, and extra fees will be paid for any request made for an additional domestic worker, except for families that have handicaps.
She indicated the ministry will grant three months grace period for absconders to regularize their status by waving the value of fines for the period of absconding. She declared that stiff penalty awaits any person who engages the services of absconders.
Also, fingerprint collection at the borders will be activated to file proper record of those banned from entering the country in case they change their passports.
She added the recommendations to be executed include the automation of procedures for recruiting expatriate workers to curb the idea of playing games with residency visas, saying strict legal procedures will be taken against using workers for purposes other than they were recruited for.
She said contractors will be forced to exit workers immediately after their projects are concluded, and encourage Kuwaitis to enter into the production sector and vocational jobs.
She pointed to plan to encourage youths to be part of small and medium companies, and added automation system will be used in determining the number of workers needed for the companies and projects. She reiterated that regulations will be laid down to guide family residence and visit visas.
