Moe Terminate 25 Percent Of Expat Teachers-request For Transfer

The Ministry of Education will terminate 25 percent of expatriate teachers in subjects with excessive teaching staff in line with the Kuwaitization policy, reports Al-Anba daily quoting Undersecretary Dr Haitham Al-Athari. Al-Atahari explained that implementation of the policy was supposed to start last year but the ministry postponed it in order to have more time to study all aspects. He said the termination decision will take effect by the end of the current academic year.

Exemptions
He said there will be exemptions after the concerned parties are presented with letters enumerating the conditions, clarifying their services will not be terminated until the following year as the ministry wants to look into all aspects and take the right decision without doing injustice to anyone. He revealed the ministry has a four-year plan to terminate 25 percent of expatriate staff annually.

Asked about the contract with Palestinian teachers, Al-Athari confirmed meeting the Palestinian ambassador, resulting in an agreement on the formation of a Kuwaiti delegation headed by Assistant Undersecretary for Public Education Affairs Fatima Al-Kandari to travel to Palestine where they will recruit teachers for two subjects only — Mathematics and Physics.

Meanwhile, a number of expatriate teachers who were notified that their contracts will be terminated by end of the academic year 2016/2017 have sent requests to Ministry of Education to be transferred to supporting specializations, especially since the ministry is in need of teaching staff for those specializations and is seeking to sign contracts with new teachers from either inside or outside Kuwait, reports Aljarida daily quoting educational sources.

They said the ministry will study those requests, indicating the possibility for the teachers to continue working in the ministry but under different specializations. Meanwhile, Undersecretary of Ministry of Education and Higher Education Dr Haitham Al-Atari said ending the services of the expatriate teachers is in favor of the work, revealing that the teachers whose services will be ended this year are of specializations for which Kuwaiti teachers are available. He revealed that Ministry of Education will exclude from the decision expatriate teachers who are children of Kuwaiti mothers and husbands of Kuwaiti women.

Al-Atari said teachers with children studying in grade 11 in Kuwaiti secondary schools will be given one more year in order for their children to complete their secondary stage in Kuwait. He stressed that the ministry’s decision covers teachers of basic specializations and not the supporting specializations, teachers of specializations for which the supply is more than the demand and expatriate teachers who completed 34 years in service. In addition, sources said Ministry of Education is preparing lists of expatriate teachers whose contracts will be ended due to excessive numbers of the teachers for certain specializations as well as lists of Kuwaiti employees who completed 34 years in service.
