Housing has been a thorny issue for a long time and for MP Omar Al-Tabtabaei this is one of the most serious problems in the country because it has not only caused ripples at the social level but led to increase in divorce cases.

To add insult to injury the rents are sky high compared to other countries of the world. Al-Tabtabaei disclosed he with his colleagues have presented a bill to amend the urban planning authority law so that its role can include planning the future and providing land.

He added the bill contains solutions to the housing crisis because one of the articles of the law calls for the creation of new housing cities. It is expected to be presented during the next Parliament session. He added with MPs AbdulWahab Al-Babtain, Al-Humaidi Al-Subaie and Safa’a Al-Hashem he has submitted a bill to set up a rent ceiling for private houses. Meanwhile, three parliamentary committees will meet on Thursday to complete discussion on topics on their agenda in accordance with the mandate from the Parliament.

The Human Rights Committee will discuss the investigation into the extent of complying with international conventions and laws and procedures related to conditions of prison inmates. The committee will examine several issues including the health condition inside the correctional institutions and medical reports filed about inmates and their application and also take into account the extent of medical supervision inside the prison facility. It will also discuss health care to people detained at police stations and monitor the quality of medicine made available to inmates of correctional institutions. This is in addition to monitoring the sick inmates.

The committee will also address the role of the Ministry of Health and Amnesty rules with the Attorney- General and the application of alternative penalties, allegations about violations of the rights of the accused at the Justice Palace and during interrogation by the Public Prosecutor. It will also discuss the legislative, administrative and judicial measures needed to improve the situation at the correctional facilities and prisonerss access to justice.

The meeting will be attended by Minister of Health Dr Jamal Al-Harbi and Minister of Justice, Minister of State for National Assembly Affairs Dr Faleh Al-Azeb. Furthermore, the Education, Culture and Guidance Affairs Committee will meet the Minister of Education and Higher Education Dr Mohammed Al-Faris concerning scholarships and appointments at the Kuwait University and the Public Authority for Applied Education and Training. For its part, the Handicapped Affairs Committee will discuss bills concerning amendments to some provisions of Law No. 8/2010 on the rights of people with special needs (disabled).

The meeting will be attended by Deputy Prime Minister and Minister of Interior Sheikh Khalid Al-Jarrah Al-Sabah and Minister for Social Affairs and Labor and State Minister for Economic Affairs, Hind Al-Sabeeh.

On another issue, Chairman of the Education Committee of the National Assembly MP Mohammad Al-Huwailah has called on the Ministry of Education and Higher Education and the Civil Service Commission (CSC) to cancel the decision of putting an end to the study of leave granted to employees. He stressed this decision will frustrate the working students and force many to leave their jobs or remain absent from work because of their commitment to take their exams inside Kuwait and abroad, particularly those who are interested in completing their higher education.

In a press statement, Al-Huwailah said the state must pay more attention to employees who wish to complete their studies in order to acquire more knowledge to raise the quality of their performance. He added, “the state, therefore, must pay greater attention to training and development and raise the scientific level of its workforce, support them and enable them to complete their studies to keep abreast with the developed nations as stated in Article 13 of the Constitution which reads ‘Education is a fundamental requisite for the progress of society, assured and promoted by the State’.

He stressed the need to found an independent training and development body under the supervision of the CSC for employees comprising special training and development programs. He stressed the committee will monitor this issue and will be a top subject for discussion during the next meetings.
