Mp Forwarded Questions To Deputy Prime Minister About The Plan Of Fatwa And Legislation Department In Handling The K-dow File
MP Omar Al-Tabtabaei has forwarded questions to Deputy Prime Minister and State Minister for Cabinet Affairs Anas Al-Saleh about the plan of Fatwa and Legislation Department in handling the K-Dow file.
The lawmaker pointed out the department is the legal arm and foremost legislative reference in the country, citing Article 170 of the Constitution and Amiri Decree 12/1960 on the establishment of the department.
This is in addition to Law No. 14/1977 on the ranks and salaries of judges, members of the Public Prosecution and the Public Prosecution Department.
He said there is a need for the supervisory unit to be subjected to direct supervision in line with regulations in order to ensure that it performs its duties well.
The lawmaker wants to know if the administration has an organizational structure. If yes, he demanded for a copy of the structure. If no, he asked for the reason behind the absence of such a structure.
He went on to inquire: Why the deputies for the board chairman were not appointed in the last five years? What is the mechanism followed in appointing the chairman and his deputies? What are the criteria for selection? Was there any distribution according to previous rules and regulations? What are the conditions and criteria for occupying supervisory positions?
On K-Dow file No 1039/2016 which was referred to the Public Prosecution on Dec 24, 2017 based on the decision of the Criminal Court; the lawmaker asked about the plan of the administration to deal with the issue.
He demanded for clarification of the rumor that the board chairman and director of the sector exerted tremendous efforts to withdraw the case. He then requested for a copy of the decision in this regard, if any.
He inquired if the board, as official representative of the government in the K-Dow case, performed its legal duty. He wants to know if the board submitted all the necessary documents to the Public Prosecution.
He also asked why all the documents presented by the government’s lawyer came from outside through individual efforts. Did the board chairman receive any directive or instruction on how to handle the K-Dow file?
On the transfer of Consultant Khaldah Al-Othman, he asked the reasons behind transferring her from Deputy Director for First Instance cases to the Cassation Sector as per decision Number 66/2017 issued on Sept 24, 2017. He also wants to know Al-Othman’s offenses, if any. He inquired if it is right for the board chairman to issue decisions without contacting the concerned minister as this contravenes decision number 10/2013 dated Sept 2, 2013.
In a separate development, MP Ahmad Al-Fadhel has criticized the decision to put on hold the fiction written by Ahmad Al-Sarraf for more than two months.
In a Twitter post, Al-Fadhel addressed Minister of Information Mohammad Al-Jabri saying, “My dear friend the Minister, Ahmad Al-Sarraf wrote a novel which is not more than 200 pages and it has been held for more than two months by the concerned department under the pretext that its cover contains a cross! What is this frivolous manner of violating the Constitution which guarantees respect for religions? Didn’t the concerned official understand that there are Christian families among Kuwaitis? Didn’t he realize that thousands of expatriate authors are Christians of different dominations? Wasn’t he aware that there are many churches in Kuwait where crosses are displayed? Didn’t he realize the extent of damage such an act could do to the image of the country and HH the Amir, who is the global humanitarian leader, especially if the book is banned and the media reports it?”
Meanwhile, MP Khalil Al-Saleh has affirmed that the late Kuwaiti theater legend Abdul-Mohsen Abdul-Redha remains a symbol of Kuwaiti national unity through his art works and humanity.
In a press statement, Al-Saleh described Abdul-Redha as a first class humanitarian personality, while praising the latter’s national and humanitarian values through which he put a smile on the faces of the people.
He urged officials in the arts and educational sectors to include the artistic and humanitarian characters of the deceased in the curriculum to preserve his works, taking into consideration his large fan base cutting across all GCC countries, not just Kuwait.
