Mps Rail Over Dysfunctional Drainage – Panel Preps Memo On Jobs

Despite the repeated assurances given by Minister of Public Works and State Minister for Municipality Affairs Husam Al-Roumi that the drainage system is fully functional and ready for the rainy season, many streets and houses were flooded when the country experienced rainfall Monday morning. This roused the ire of citizens, prompting MPs to come out and address the issue through queries and demand for accountability.

MP Riyadh Al-Adsani urged the minister to form an independent committee consisting of members from all concerned governmental bodies to investigate the issue, identify the problem area in the drainage system and hold those in charge accountable.

MP Talaal Al-Jalaal said he is currently preparing queries for the minister regarding the alleged preparations for the rainy season and measures taken during and after the flood which destroyed some properties.

Both MPs pointed out that the minister and the Public Authority for Roads and Transportation (PART) ensured the readiness of the drainage system through a series of inspections in the entire drainage network.

However, the opposite has been proven true so they asked the minister to look into the issue in a transparent manner and determine who among the contractors, officials or workers should be held liable.

MP Mohammed Al-Huwaila revealed that he has spoken with the minister who promised to personally inspect the areas which witnessed flooding, especially those in the northern part as video clips uploaded on various social media platforms have proven the faulty infrastructure there.

He assured the public that the minister is keen on solving the problem as soon as possible, indicating the latter will take the necessary measures against those who will be proven to be at fault. He confirmed the National Assembly will follow up this issue to prevent the recurrence of Monday’s flooding.

In another development, Chairman of the parliamentary Job Crisis and Replacement Committee MP Khaleel Al-Saleh disclosed that his committee is preparing a memo for the State Audit Bureau regarding the obstacles in the implementation of nationalization and employment replacement policy. He said the memo will include an inquiry on the projected financial allocation which is equivalent to more than 90,000 jobs for non-Kuwaitis in the next fiscal year – an increase of 5,000 jobs in the public sector with an average salary of KD 681.

He pointed out these figures were recorded despite the employment policy in major projects such as Jaber and Jahra hospitals and the new airport terminal. He added the committee is finalizing its report on this issue which will be forwarded to the Assembly before the inauguration of the next legislative term scheduled for Oct 30.
