Recruitment Of Domestics Under Labor From April 19
Director of the Public Authority for Manpower (PAM) Ahmed Al-Mussa has disclosed that the Labor Inspection Department conducted 3,200 visits to domestic labor offices, during which the inspectors recorded violations and gave a grace period for the offices to address these violations. Al-Mussa said the inspectors will return to the offices in order to ensure the violations are removed; otherwise, citations will be issued to the offices.
He explained that once the transition period ends on March 31, 2019; the recruitment of domestic workers from abroad will be under the Ministry of Social Affairs and Labor. He told the daily that the next step will be assigning codes to files offering offices which will be suspended; and in some cases, the violation will be referred to the Investigation Department to take the necessary decision such as referral of the file to the court.
He revealed the Cabinet issued Decision No. 614/2018 on transferring domestic labor related tasks stipulated in Decision No. 68/2015 to the Ministry of Social Affairs and Labor and PAM.
The decision includes transferring the Domestic Labor Department from the Ministry of Interior to PAM, he added. He clarified the recommendation to specify a period for the transfer was referred to the Cabinet, indicating that the transfer requires certain procedures such as the formation of organizational units approved by the Civil Service Commission (CSC).
He said the Ministry of Finance will specify the budget for this purpose. He said the Cabinet also issued Decision No. 1036 on July 25, 2018 to transfer the task of recruiting domestic workers from abroad temporarily to the Ministry of Interior.
